It's not as simple as just changing the sealant, unfortunately. Fogging between the glass panes means the window's hermetic seal has already failed, and that usually doesn't get fixed just by re-sealing the frames, because the problem is inside the glass unit itself. If cold air is coming in through the frames, then yes you need to check the sealant, but if you also have water trapped between the layers, you most likely need to replace at least that glass unit. Ideally a specialist would look at the windows in person to tell you whether it's just the frame or if you need to replace them completely!
