Waterproof mascara genuinely does help with the oily skin situation, but honestly the real game-changer for me was switching to a setting spray on my lower lash line before mascara - I use a translucent powder too and it makes a huge difference. With hooded eyes you're already fighting gravity, so I'd also suggest curling your lashes first and maybe using a tubing mascara instead of traditional formulas, since they don't flake and smudge the same way. The technique that saved me was being really stingy on the lower lash line and only doing one thin coat there instead of multiple ones like I do on top. Give waterproof a shot for sure, but layer a setting spray underneath and you'll probably see what I mean about the difference.
