Pasta lasts way longer than a year past the best-by date - that's completely normal. Dried pasta is super stable because there's basically no water in it, so mold and bacteria have nothing to feed on. As long as the packages were stored dry and didn't just sit around open, you can eat them without any worries.

What you should check: smell it to see if it smells off, and look to see if there are any discoloration or weird stuff in there. If everything looks and smells normal, just cook it like you always do. In the worst case, after that long it might be just slightly less al dente and take a minute longer to cook - but that's all.

I'd only throw it out if the package was damaged, stored somewhere damp, or you somehow notice any bugs in there. A year past the date is fine with dry storage.
