I've seen people change careers much later and it works out perfectly fine, so no, it's not too late. By 40 you've got life experience, you know how things work in the workplace and what really matters to you, that's an advantage kids in their 20s don't have. What you do need is to be realistic about the transition time - if it requires training or starting from the bottom, that's going to take a couple of years, but if you've got the resources and the determination, it's totally doable.
What's really important is that you're clear on why you want to change careers and that the new field has actual job demand. At 40, you already have financial stability that a lot of people don't have when they're starting out, so you can afford to study without panicking. Age isn't the problem; lack of a plan is.
