If you're seriously into drawing, then yeah, it's worth it. I myself sometimes watch tutorials on a display tablet when I'm fixing stuff at home - it's more convenient than a regular one because you see the result right under the stylus. But keep in mind that they're pretty pricey, and if you're not confident in your skills yet, you can start with a regular graphics tablet without a display - it's cheaper and totally enough for learning.
I was also unsure at first whether I needed a pen display or if a regular graphics tablet would be enough. But when I bought an iPad with Apple Pencil, I understood the difference. When you draw directly on the screen, you don't have to get used to your hand being in one place while the result appears in another. It's psychologically easier, especially if you're just starting out or getting back into drawing after a break. Plus you see all the color shades way more accurately than on a computer monitor.
But honestly - if it's just a hobby and you're not planning to spend hours drawing, you can get by with a regular graphics tablet. I know people who create amazing work on Wacom tablets without a display. What really matters is the desire and practice, not the gadget. A pen display is more of a convenience than a necessity. And they're pricier too.
My conclusion: if you have the budget and you're serious about it, go for a display. But if you're unsure, you can try a regular tablet first and decide later. I worked on a simple tablet for a couple months, then realized I was missing direct contact with the screen, and only after that I invested in a good device. No regrets whatsoever.
