First, try restarting the oven - unplug it from the outlet for a minute or two, then plug it back in. Sometimes the touch panel freezes up and needs a full controller restart. This fixes it about half the time and doesn't cost anything. If that doesn't solve it, check whether there's moisture under the panel - even if you haven't spilled anything, condensation from the oven can build up. Wipe the edges of the panel and the gaps with a cloth if you can reach them.
If the delay persists after that, then yeah, it could be a factory defect in the sensor or its contact. Sometimes the electronics just react more slowly due to wear or a manufacturing flaw. It makes sense to call service and describe the problem - the panel might still be under warranty. It's important not to ignore this for too long, because an incorrect response to temperature control commands is dangerous: you could end up thinking you set it to one temperature while the oven is actually running differently.
