Electric towel warmer stopped heating, but hot water works

I've had an electric towel rail in my bathroom for five years now. Yesterday I noticed it's not heating at all, even though I plugged it in. Hot water from the tap works fine, so the water supply to the apartment is okay. What could have broken and can I fix it myself?
