Vertical 9:16 is definitely the way to go if you want it filling the screen instead of getting letterboxed. I've had better results pushing bitrate up a bit though - around 4000-5000 kbps keeps things crisp, especially if there's any text or fine detail in the video. Anything lower and you start seeing compression artifacts that look rough on mobile. The tradeoff is larger file size, but most platforms handle it fine and your content just looks cleaner.

TikTok prefers 9:16 vertical video, which is basically their standard format - shoot portrait mode and you're golden. For bitrate, somewhere between 2000 - 4000 kbps works well; I've found 3000 kbps gives you decent quality without huge file sizes that take forever to upload. Make sure you're exporting at 25 - 30fps and keep your resolution at 1080×1920 minimum if you can, though TikTok will compress it anyway so don't stress too much about pixel perfection.
