A year and a half isn't a short time to know if you want to get married, but if you need more time to be sure, that's completely legitimate. The important thing is to tell her clearly and straightforwardly: explain that you love her and that you see a future with her, but that for you marriage is a decision that requires more time and it doesn't make sense to do something so important if one of you has doubts. If you two really get along like you say, she should understand; if she gets mad because you don't want to propose when you're not completely sure, that would be another problem you'd need to talk about anyway.
