Most people leave at least 15-20 cm above the radiator so the heat doesn't damage whatever you put on it or create a fire hazard. If you really want to minimize damage, 30 cm is safer and it also lets air circulate properly. Avoid blocking the radiator completely with the shelf or you'll waste heat and it won't be as effective at warming your room.
