Do you have access behind the radiator or is it stuck against the wall? The easiest thing is to use a hair dryer on cool setting or a vacuum with a flat nozzle to blow the dust out, running it carefully between the tubes. If it's really caked on, an old toothbrush dipped in warm water helps you loosen the dirt without having to take anything apart.
