Honestly, giving someone a used gift is fine if you really think it through. What matters is the intention, not the price tag. If it's something you know your friend will actually use, it's in good condition, and it makes sense for them, go for it. Some people love receiving used stuff because, one, it doesn't create as much waste, and two, sometimes you find rare things you can't get new anymore. What doesn't work is giving away garbage you don't want anymore, like it's some kind of disposal service pretending to be a gift.
The thing is in how you present it. If you tell them "hey, I've got this thing I don't use anymore, would you want it?", that's straight up and they can say yes or no without any awkwardness. But if you wrap it up like it's something brand new from a store when it's actually secondhand, that smells bad. It also depends on the thing: a used bike or some used books? Go ahead, that's great. Used headphones or a charger you're not sure still works properly? Maybe check first that they work like they should, because you don't want your friend stuck having to pay to fix them later.
What makes the difference is whether the object is in good condition and whether it has value for that person. Gifting something used works perfectly when it's something you know they'll genuinely like, especially if it's something they can't afford new. What would be weird is giving them something broken or that you can see doesn't work well anymore - that would feel like you're just passing off your old stuff.
