It's not really a ban - more like a "you can, but why would you?" kind of advice. The practical reason is simple: the floor is the dirtiest place in any space, especially in public ones. If your bag ends up next to food or things you hold close to you later, that's not very hygienic. But if you put it on the floor at home or somewhere clean and then wipe the bottom - no problem at all, and you won't jinx yourself with some superstition.
I constantly put my bag on the floor and I don't see anything terrible about it - it's just a superstition, and different cultures explain it differently anyway. If the bag is new or expensive, then sure, you can protect it from dirt and scratches, but if we're talking about an everyday bag, the floor indoors is usually not that dirty. The main thing is that you yourself feel calm and don't stress out every time you put it somewhere - that's more important for your mental health than any superstitions.
The question is phrased like it's a ban, but really it's more of a recommendation along the lines of "you can, but it's not ideal." Nobody's going to arrest you for putting your bag on the floor, but there are a few reasons why it's not the greatest idea.
First off, the floor is a dirty place where everything people track in on their feet ends up: dirt, germs, sometimes even chemicals. If your bag then ends up on a table or near food, you're transferring all that stuff over. Second, the bottom of your bag wears out faster if you're constantly rubbing it against a grimy surface. This is especially noticeable on light or expensive materials.
Of course, the superstition about money - that's just folk stuff, and whether you believe in it or not is up to you. But it's hard to argue with hygiene and practicality. I try to put my bag on a chair or shelf if I can, or at least on some kind of mat if there's no other option. Not super strict about it, but I minimize contact with the floor.
The main issue is pretty straightforward: the floor is where everything that accumulates in a room ends up. Even in homes that seem clean, there's dust, hair, food particles, and in public places there's also dirt from the street. If your bag ends up on a table, couch, or near food afterward, that dirt will transfer there.
For expensive or new bags, it's also a cosmetic problem - scratches, scuffs, even if the floor looks clean. But if it's just a regular bag that you often put on the ground anyway, then being worried about the floor at home seems kind of silly. Now in the subway or a store, that's a different story.
Basically, it comes down to what works for you: if you don't want to wash or clean things later, don't put your bag down; if that doesn't bother you, nothing bad is going to happen.
