With that budget you can get something really good. Flagship phones from last year and a few years back shoot 4K without any issues, and they usually drop in price. What's your actual priority - image stabilization, more vibrant colors, or pure resolution? Because an iPhone 15 or a Samsung Galaxy S24 shoot beautifully in 4K, but there are also some cheaper models that do solid work.

If your focus is content for TikTok and Instagram, honestly stabilization matters more than raw resolution, because social networks compress the image heavily anyway. A Xiaomi or a Poco with OIS (optical image stabilization) at that price point can surprise you. Or go back to flagships from two generations ago - a Pixel from a year or two back, for example, has really good video quality.

One thing though - is it more important to you to have decent battery life during a full day of shooting, or would you prefer something lighter and more compact? And do you have a preference for operating system, Android or iOS? With those details I can point you better to what fits your situation.
